In July 2022, Law No. 31557 was adopted, clarifying who and how could operate in online gambling and betting. By 2023, subordinate acts had already appeared and initial licenses were granted. Starting February 1, 2024, real issuance of licenses began for online casinos and betting.  

The main regulator is the Ministry of Foreign Trade and Tourism of Peru / MINCETUR. It is the body responsible for issuing licenses, monitoring traffic, and blocking illegal online casino and bookmaker websites.   

How to Obtain a Gaming License in Peru? 

A license in Peru can be obtained by any company which:

  • Has a local office or representative;
  • Proves business transparency;
  • Demonstrates authorized capital of approximately $350,000 USD.

Licenses here are divided according to verticals: separately for online casinos, separately for betting, but it is possible to obtain both. Validity period — 6 years, renewable.

License cost is $160,000 USD. Tax obligation for operators is 3% of GGR (Gross Gaming Revenue) plus VAT of 18%. 

How Do They Fight Against the Grey Market and Block Sites in Peru?  

The register of blacklisted domains is regularly updated, and MINCETUR works swiftly. Payment systems also stay vigilant: banks block suspicious transactions, disable grey payment gateways, while crypto increasingly serves as a way to circumvent restrictions.
