In a new 3S.INFO review, we will tell you how to deliver traffic to online betting and gambling in Bangladesh.
How is gambling regulated in Bangladesh?
Bangladesh officially allows some forms of gambling.
The current legislation in the country has been in place for a very long time. The ‘Public Gambling Act’, enacted in 1867, prohibits public gambling and the maintenance of joint gambling houses. This document is still the main piece of legislation regulating betting and gambling in the country.
However, current legislation does not explicitly prohibit casinos and betting shops.
- Sweepstakes (horse racing) are permitted in Bangladesh. They are conducted offline on the day of the event and only with the personal presence of the user at the racecourse.
- State lotteries are legal in the country.
To restrict offshore gambling in Bangladesh, local police are guided by the Digital Internet Safety Act, which was passed in 2018. As illegal gambling activities can be linked to criminal money-making, the operation of offshore sites can be likened to fraud. As a result, the penalties for those running illegal casinos and BCs for Bangladeshi residents may include
- Any person found to have engaged in fraudulent activities through digital or electronic means may be imprisoned (up to 5 years for a first conviction and up to 7 years for a repeat offence).
- A person who conducts electronic transactions using electronic and digital means or a company that provides financial services without a license is also guilty and liable to imprisonment or a fine. Furthermore, this can apply to any transaction that has not been approved at a legal level or by Bangladesh Bank, including any cryptocurrency transactions.
How are illegal gambling and betting sites blocked in Bangladesh?
The Bangladesh Telecommunication Regulatory Commission (BTRC) blocks betting or casino websites that offer their services to Bangladeshis.
It requires ISPs to block access to gambling-related websites. This is achieved by filtering IP addresses, domain names (DNS) and blocking access through deep packet inspection (DPI) technologies.
According to Emdadul Hoque, general secretary of the Internet Service Provider Association of Bangladesh (ISPAB), it takes several hours to block a single website because of the technical difficulties involved. Meanwhile, according to the BTRC, 176 illegal betting and gambling websites were blocked in one month in November 2024. On 24 September 2024, Posts and Telecommunications Minister Mustafa Jabbar said that 6,000 gambling websites had been permanently blocked.
In addition, the BTRC maintains domain blacklists, which are updated regularly and include the addresses of gambling websites. These domains are blocked at the DNS server level, making them inaccessible to users in Bangladesh.
In addition, the authorities are putting pressure on mobile operators to restrict access to website addresses that may be associated with gambling.
