How to get a gaming license in Ukraine. Conditions and requirements for documents.

Gambling regulation in Ukraine is carried out in accordance with Law No. 2285-d, signed on August 11, 2020 by the President of the country Vladimir Zelensky. The law provides for punishment under the Criminal Code for conducting gambling activities without a license.

How to get a gambling license in Ukraine?

The license is issued by the Commission for Regulation of Gambling and Lotteries (KRAIL) of Ukraine. All licenses are issued for a period of 5 years. You need to get a separate license for each type of activity:

• offline casino
• online casino
• bookmaker office
• poker club
• slot machines.

The cost of licenses depends on a type of activity. The payment is linked to the wage official minimum. In particular, companies that offer online casino services will have to pay immediately for 5 years ahead – 120,000 minimum wages or 566 million hryvnia for the entire term of the license. The bookmaker may pay once a year. The rates for them are UAH 113 million per year. The founders of the gambling business can only be legal entities –and the residents of Ukraine. The charter capital of the company must be at least 30 million hryvnia, the bank guarantee – not less than 34 million hryvnia. The official website must be registered in the Ukrainian domain zone. It is prohibited to conduct gambling without being linked to the state online monitoring system. It is necessary to connect the servers of online casinos and bookmakers in order to ensure control over the payment of taxes, as well as to control the timely payment of winnings for users. Participation in gambling for minors is prohibited, only for persons over 18 years of age. The client can be identified by an electronic digital signature, Bank ID, or Mobile ID. At the same time, companies must restrict access to gambling at the request of a player or their relatives.
