The license for gambling in Russia is issued by the Federal Tax Service.

It is issued for the casinos and gambling halls:
- offline only;
- only in special gambling zones (Altai Territory, Kaliningrad Region, Republic of Crimea, Primorsky Territory).
Requirements for obtaining a Russian license
To obtain a permit document, you must have:
- a legal enterprise registered in the territory of Russia;
- at least 600 million rubles of net assets;
- notarized copies of the constituent documents of the legal entity.
It is also necessary to document compliance with the requirements for the premises for the future casino: its area must be at least 100 sq. m. Gambling equipment must be owned by the operator.
How much does it cost to get a license?
10 thousand rubles of state duty for the issuance of a license or 3 thousand rubles for its renewal, as well as 4 thousand rubles for the registration of a legal entity.
How large are the casinos` duties in Russia?
The license having been obtained, casinos are required to pay taxes. Since 2015, the gambling tax rate has 5 times increased (in some cases).
Data for 2021:
- for each gambling table — 125-250 thousand rubles (at least 15 tables);
- for each slot — 7.5-15 thousand rubles.
Also, each administrative area of the Russian Federation, where gaming activities are allowed, has the right to set its own tax rates within the above boundaries.
